Kajiselidik Pencapaian QCC di Jepun

Saya terjumpa kajian yang amat menarik ini untuk dikongsi bersama dengan pembaca budiman.

Kajian di lakukan oleh Mr. Ichiro Kotsuka,Pengarah Eksekutif, Union of Japanese Scientists & Engineers (JUSE) berpengkalan di Jepun. Survey dilakukan bertujuan untuk mempromosikan aktiviti QCC dimana penemuan dari survey akan membantu organisasi di Jepun  melakukan perubahan untuk membuat keputusan dalam melaksanakan aktiviti ini dengan lebih baik.

Seperkara yang menarik dalam kajian ini, ialah kesinambungan kajian yang sama dan pengukuran terhadap kajian dibuat perbandingan  di antara tahun 2004 dengan 2009. Beberapa penemuan menarik yang boleh kita jadikan panduan :

Penemuan # 15 – perlunya komitmen pihak pengurusan sepenuhnya

Penemuan # 18 –  aktiviti QCC membawa banyak kelebihan kepada ahlinya dari aspek kecekapan bekerja dan kemahiran lain.

Penemuan # 27 – tajuk yang di pilih tidak semestinya ditentukan oleh Kumpulan sendiri melalui proses brainstorming tetapi ada di tentukan oleh pihak pengurusan.

Penemuan # 30 – Perlunya perkongsian ilmu dengan mendengar persembahan QCC dari organisasi lain melalui penyertaan ke Konvensyen QCC

Penemuan # 33 – aktiviti ini menjadi proses kerja lebih lancar dan tidak membebankan.

Dan banyak lagi penemuan yang boleh kita gunapakai….

PERSOALANYA:

  • adakah kita yang menerajui ICC/KIK di organisasi kita melihat kembali pencapain aktiviti ini kepada organisasi atau kepada ahlinya sejak mula dijalankan?
  • Sejauhmana Database KIK/ICC diwujudkan bagi melihat kembali projek yang telah dibentang dan betul-betul dilaksanakan…..
  • sejauhmana projek yang telah dilaksanakan diseragamkan secara meluas dan telah dijadikan prosedur baru?
  • Adakah kita melaksanakan aktiviti ini atas memenuhi tuntutan PKPA 1991 Bil 7… kita terpaksa buat !!
  • Apakah bentuk pengiktirafan kepada ahli ICC/KIK yang banyak membantu meningkatkan proses kerja ?

Kita fikirkan bersama-sama…….

Persoalan yang perlu kepada jawapan segera, MPC yang bertanggungjawab untuk melaksanakannya??????….atau sesiapa yang berwajib untuk menghimpunkan usaha-usaha inovasi pekerja. Satu kazanah ilmu yang terpinggir kerana sibok sangat berkonvensyen hingga lupa pada nawaitu asalnya…..

1. Bagi membantu komen 1, saya yakin pihak MPC telah melaksanakannya dan hanya perlu upload CD pada setiap konvensyen dalam webnya.
2. Pun, bagi saya lebih wajar jika semua pihak bertanggungjawab untuk memastikan setiap projek ICC/QCC atau KIK/KMK yang hendak disibukkan di konvensyen telah benar-benar dilaksanakan diorganisasi masing-masing.
3. Saya menyokong auditan projek kepada finalis Konvensyen KMK anjuran MAMPU (mulai 2009). Inisiatif KIK/KMK adalah selaras dengan inspirasi kerajaan Malaysia yang pentingkan warga sektor awam yang kreatif dan inovatif.
4. 2010 TAHUN KREATIF & INOVATIF MALAYSIA.
